No, NT 4.0 is not supported. From the Readme.htm file:
"You can create and distribute run-time applications for Windows 98,
Windows Me, Windows 2000 Service Pack 3 or later, Windows XP, and Windows
Server 2003."
Make sure you have vfp9r.dll, vfp9reun.dll, gdiplus.dll, and MSVCR71.dll in
the same folder as the executable.
